Foreign Office, June 13, 1914, WITH reference to your despatch No. 1 of the 4th January last, I should be glad to know if you have any suggestions as to the course which the British delegates to the Opium Conference should adopt with regard to Egypt on the question of the inclusion of hemp in international convention. The conference meets on the 15th June, and this question may be brought up in accordance with previous resolution.
