In reference to your telegram of July 20th No. 120,
I understand from His Majesty's Consul-General at Canton that activity of pirates is now only normal and effect of floods at Canton is not so serious as was feared. Another factor which should tend towards tranquillity is the satisfactory completion of note redemption which now seems assured.
In these circumstances, and also in view of fact that artillery and infantry battalion in question
owing to their long absence from India would in any case have to be relieved, I am prepared to concur in Sir F.H.May's opinion.
