Dear Butler,
We are very anxious to settle the question of the
garrison at Hong Kong. You said in your official letter (No.26208).
of the 23rd.instant, that you had asked the Foreign Office for
Sir J.Jordan's views on the Governor's suggestion, I daresay you
have now seen Sir J. Jordan's telegram of the 22nd. instant, in
which he says he is prepared to concur in the opinion expressed
by the Governor of Hong Kong.
May we take it that the Colonial Office are prepared for us
to go ahead on the basis agreed to by the Governor-General and
Sir J.Jordan, which we understand Sir Edward Grey endorses? It
would be very good of you to let me know as soon as possible.
