Memorandum on Sir Havilland de Sausmarez'

Sir Havilland de Saumarez speaks of three

points, but for convenience I shall treat them as

five.

There seems to be no objection from the

point of view of Hongkong to omitting the words

*limited by shares" in the definition of a China

Company. The matter seems to be entirely one for the

authorities who administer His Majesty's jurisdiction

in China.

3. Fire Insurance Companies. Sir Havillend

de Saugmarez makes no distinct recommendation on this

point but says that it is a matter for the executive.

If it were decided to give in respect of China

Companies powers under the China Orders-in-Council

similar to those conferred by our Fire Insurance

Companies Ordinance (No. 3 of 1908) no amendment of

our law would appear to be necessary, but before

definitely saying so, one would like to see the form

of the reference to this matter in the Order-in-

Council
