impossible for the meaning and intention of the clauses
in question to be misunderstood.
I am also to inclose a copy of a despatch and
enclosures from Sir H. de Sausmarez, dated June 11th,
1914, bearing on this same question. Of the amendments
dealt with in his despatch reference need only be made
to those dealing with Insurance Companies. The draft
Order has been amended to provide that the Hongkong
Life Insurance Companies Ordinances shall be applied
by the Shanghai Court, but that Article 16 of the
Companies Amendment Ordinance 1913 shall not apply.
Revised copies of the draft Order are enclosed herewith,
and Sir E. Grey hopes that Mr. Harcourt will concur in
the amendments which have now been introduced.
