I have received a communication from the Ministry

of Marine to the effect that Mr. Li Ho, Acting Vice-

Minister of that Ministry, has been instructed by His

Excellency the President to proceed to Kwangtung to discuss

there effective measures to be taken for the patrolling

of the West River and asking that this appointment be

communicated to the British Minister.
