Sir:-

In continuation of my despatch No. 208 of the 22nd

ultimo, I have the honour to enclose copy of a letter from

the Wai Chiao Pu informing me that Admiral Li Ho, Acting

Vice-Minister of the Ministry of Marine, has been deputed

by the President to proceed to Canton to deal with the

question of piracy on the West River. Admiral Li is

starting this week and expects to reach Hongkong in about

a fortnight.

I have had several interviews with Admiral Li and

impressed strongly upon him the necessity of taking

measures to put an effectual stop to piracy in the Canton
