I HAVE received your despatch No. 158 of the 20th April, forwarding copies of consular reports on the state of poppy cultivation in the province of Fukien, and of the note which you have addressed to the Chinese Government, assenting to the closing of the province to Indian opium.
After consultation with the Secretary of State for India, I have to inform you that your action in the matter is approved.
I request that you will convey to Mr. Consular-Assistant Blackburn and Mr. Consular-Assistant Turner an expression of my thanks for their reports.
