Vienna, May 7, 1914. IN fulfilment of Count Berchtold's promise, recorded in Sir Maurice de Bunsen's despatch No. 76 of the 24th instant, Baron Macchio has now transmitted to me the text of a note, a copy of which I have the honour to enclose, addressed by the Austro- Hungarian Government to the Netherlands Minister in Vienna on the subject of the adhesion of the Dual Monarchy to the International Opium Convention.
In his covering letter the Under-Secretary of State for Foreign Affairs expresses the belief that the contents of this note will be in conformity with your wishes, as the Austro-Hungarian Government have not only declared their intention of adhering to the convention, but have also consented to the preliminary de facto application of its stipulations.

JE n'ai pas manqué de soumettre à l'appréciation compétente des Gouvernemente d'Autriche et de Hongrie l'idée suggérée dans l'aide-mémoire de la Légation Royale des Pays-Bas en date du 4 avril dernier, et ayant trait à la question de la mise en vigueur de la Convention internationale sur l'Opium,
De concert avec les Gouvernements d'Autriche et de Hongrie, j'ai l'honneur de vous informer, M. l'Envoyé, qu'il existe de notre part la ferme intention d'adhérer, dès que
faire se pourra, à ladite Convention internationale.
En attendant, les Gouvernements d'Autriche et de Hongrie, s'inspirant des stipula- tions de la convention dont il s'agit, prendront les mesures nécessaires en vue d'assurer l'application desdites stipulations conventionnelles, et cela à partir du moment où la Convention sur l'Opium sera mise en vigueur par les Puissances signataires de cet accord international.
