I AM directed by the Board of Trade to acknowledge the receipt of your letter of the 22nd January with regard to a proposal to provide for the possibility of the accession of colonies and dependencies to the International Opium Convention, subsequently to the ratification of that instrument.

In reply, I am to state that the question appears to the Board to be one primarily for the consideration of the Colonial Office, but that they see no objection to the course which Sir E. Grey proposes to follow.
