Sir,
I have the honour to enclose herewith

copy of the tindings of a Marine Court of Enquiry
into the circumstances attendant on a daring piratical
attack on the Chinese owned steamship "Tsi On"
flying the British flag - which took place in open
waters off the island of Ki O at the entrance to
the West River on April 27th.
The Hongkong Government, which have report-
ed fully to the Colonial Office with regard to this
matter, are endeavouring, in concert with the Chinese authorities, to devise some means of track-
ing down the pirates, which infest the mouths of
the West and Pearl Rivers and who are responsible
for this and other recent outrages.
On the West River itself all is, and has
for some time past, been quiet.
