Goverment of India.

I learn from a reliable source that seditious litera-
ture is being forwarded to India from Paris via Hankow and
that that place dixi has become a centre of Sikh edition
of some importance. The advisability of investigating the
contents of letters forwarded to India from the ports of China
is suggested by Mr.Reynolds, who arrived here recently from
Hankow.
