I have the honour to acknowledge receipt of your letter of May 1st on the subject of a seditious movement among Sikhs at bankow.
The seditious papers referred to are pro- bably similar to those lately received in Shanghai from Canada and America. They are for the most part inflammatory, and refer to the downtrodden condition of indians as compared with the luxury enjoyed by the British Raj, etc. etc. Chief among these papers is one called "Gaddar" or "Strike", published, probably, in America,
The total prevention of the circulation of this seditious literature is a very difficult matter, but where suspicion exists, I suggest the immediate issue of search warrants, to be followed by prosecution where sxt seditious literature is found. Should well-founded sus- picion exist that the Gurdwara is implicated, the Gurdwara should be searched, but this must be done carefully and with tact.
