Er Broadley tells me that he has offered to act as interne- diary in providing Sikh watchuren for foreign and native firms; in other words to run an employment bureau. He can both read and write English, and I learn that he has written several letters to the local paper, the "Central China Post" most of which the editor has declined to publish. Vanity and disappointment may be at the bottom of his sedition, if so strong a term can be justified, and with his removal from Hankow, (if that can be arranged) the movement may collapse.

On the other hand Azim's motives may be not above sus- picion; he has undoubtedly had a quarrel with Ishar, or with Ishar's friends, and may be exaggerating matters with a view to getting his opponents into trouble.
