Memorandum communicated by the Netherlands Minister, April 29, 1914.

THE Netherlands Government have instructed their Minister at Constantinople to enquire unofficially whether the Turkish Government would eventually be prepared to sign the Opium Convention ouly in as far as regards the stipulations concerning morphine, cocaine, and similar narcotic drugs. It will be pointed out, however, that such signature can take place only in case the other Powers, whom the matter concerns, have no objection to that course being followed.

The Netherlands Minister at Bucharest has been instructed to take similar steps with the Servian Government on about the 16th April in case the said Government does not reply, or gives an unfavourable answer to the steps taken already by the Netherlands Minister at Bucharest in order to persuade them to sign the whole convention.

Her Majesty's Government would feel very grateful if the British Government could see their way to instruct their representative at Belgrade to support the steps eventually to be taken by the Netherlands Minister at Bucharest.
