In my telegram No.95 of the 25the ultimo I had the

honour to report that I was telegraphing to Canton and Hong-

kong for information regarding the capacity of leasrs ¡ac-

Donald and Company to finance the projected railway from

uchow to longtau.

The replies which I have received from Sir H.May and

His Majesty's Consul-General are to the effect that neither t

the Hongkong and Shanghai Bank nor lir Chater are prepared to

finance the scheme and that, in the opinion of ir Jamieson,

it cannot be financed locally.

I have accordingly addressed to Hr Hoore Bennett a

letter, of which I have the honour to enclose a copy, and in

which I point out that His Majesty's Legation will be unable

to take any ateps to assist lessrs acdonald until satisfied

that arrangements other than those already stated can be made

to finance the railway under discussion.
