With reference to the letter from this Office of
the 29th ultimo I am directed by Secretary Sir E. Grey
to transmit herewith to be laid before Mr. Secretary
Harcourt copy of a despatch from His Majesty's Minister
at Peking respecting the projected railway from Wuchow
to Mengtzu.
Bir E. Grey proposes subject to the concurrence of
Mr. Harcourt to approve the terms of the letter addres-
sed by His Majesty's Legation to Mr. Moore Bennett of
