Talon Piracy.
I have taken advantage of Admiral Jerram's visit
to discuss question with Chinese Goverment. Latter
have agreed to co-operate with us and to send an of-
ficer to Canton to formulate scheme of joint action in
concert with Government of Hong Kong and naval
authorities.
