The Hague, March 31, 1914. WITH reference to your despatch No. 10, Treaty, of the 20th instant, I have the honour to report that I signed the International Opium Convention of 1912 on behalf of Zanzibar and of Southern and Northern Rhodesia, Basutoland, the Bechuanaland Protectorate, and Swaziland on the 28th instant.
