M. le Ministre,
I have the honour to invite 6our Excellency's attention
to the case which has long been under discussion between
this Legation and Your Excellency's Department, of the .
Clain of the China Commercial Steamscip Company for compan-
sation in respect of the detention of certain vessels ..
belonging to them at Salina Gruz in the year 1908.
Full details of this matter will already be in Your
Excellency's hands, but I would desire especially to refer
to the Note addressed by this Legation on January 9th of !
last year (No7) to Senor Garola, then Minister for Foreign
Affairs, in which, by virtue of instructions received
His Majesty's Government, it was proposed to refer the
dispute to Arbitration, inasmuch as the Mexican Government
had rejested the suggestion to settle it by private ar-
rangement between the representatives of the Government
and of the Company.
