I am directed by Secretary Sir E. Grey to state for the

information of Mr. Secretary Harcourt that on receipt of your

letter 12347/14 of the 7th. instant he telegraphed to His

Majesty's Minister at Peking requesting his observations on

the subject of the concession, which is reported to have been

recently granted to a French syndicate to construct a rail-

way from Yunnanfu to Posch, Hlanning and Pakhoi.

Sir J. Jordan's reply was received on the 25th. instant

and a copy was sent to the Colonial Office in the Foreign

Office letter of the same date.

While awaiting the further information which Sir J.

Jordan has asked His Majesty's Consul General at Canton for,

Sir E. Grey would point out that the preliminary agreement

for the concession reported in the telegram from the
