With reference to the meetings og b

the Foreign Office to consider the draft

China (Companies) Order in Council at which

I had the honour to be present with you, I

have the honour to report that, since retur-

ning to my post, I showed to the Crown Advocate

the amended draft given at the second

meeting, because, on perusing the Hongkong

Companies Ordinance of 1911 I was struck with

the possibility of the new Order in Council

being evaded by turning companies limited by

shares into companies limited by guarantee.

Mr. Wilkinson made the suggestions

which are now set forth in the first

enclosure
