In these circumstances, I cannot help thinking

that everything points to the desirability of some such

arrangement being made as is suggested in the letter of

the Crown Advocate.

I think we should suggest that the Treasury should

waive the claims of the Crown either in toto, or at

any rate with regard to the immoveables, with a view

to a scheme being established by the Supreme Court of

Shanghai, under its charitable jurisdiction, for the

application of the funds for charitable purposes on the

lines laid down in the Deed Toll executed by the Messrs

Keswick: this I gather the Crown Advocate to desire.

If this could be arranged with the Treasury, I think

the two trustees should, if they are agreeable to do so,

apply for a scheme. They will no doubt be prepared

to do so, when they are made aware of the legal position

in regard to the Ford Estate. The Court would no doubt

frame a scheme on the lines of the Deed Poll; and, in
