there appears to me to be a strong case for suggest-
ing to His Majesty's Secretary of State that the
deserving poor and distressed of Shanghai should
continue to benefit by Mr. Ford's charity.
If the Crown is advised to forego any claim to
the Estate a scheme could be drawn up whereby the
available income would be especially applied to
those distressing cases of mentally afflicted British
subjects in Shanghai for the care of whom no provision
been made by any of
though often called for, has yet
the Authorities concerned.
