Foreign Office, March 13, 1914. WITH reference to the letter from this Office of the 10th October, 1913, I am directed by Secretary Sir E. Grey to transmit to you herewith copy of a telegram from Lord Kitchener,† replying to a request for his observations regarding the possible adherence of the Egyptian Government to the Opium Convention.
As there is considerable probability that the legislation respecting hashish will, if introduced at all, be delayed for a considerable period, Sir E. Grey proposes, subject to any observations which the Board of Trade may have to offer, to request Lord Kitchener to consider the possibility of dealing with the two questions separately, in the hope that the Egyptian Government may thus be enabled to adhere to the convention at an early date.
A similar letter has been addressed to the India Office.
