It is obvious that in such an essentially

clandestibe matter as smuggling, statistics of any

definiteness are impossible to obtain: but I venture

to subait that the particulars I have given above only

point ot ons conclusion- that the smuggling of uncerti-

fiented ophum into Chin is extensive in amount and

fairly general in locality ari route.

I ma antisfied that the greater portion of

uncertificatei opium sold by the Goverment of India in

exdess of 9000 cheets per annum will find its way into

China by muggling. And it is with infinite regret

that I see a likelihood of a position already difficult

being rendared still more so by the detemination of

the Government of India to incranae rather than to

decrease the mles of uncertificated opiwa.
