Your Excellency:-
With reference to the note which Your Ex-
cellency was good enough to address to me on the 13th
ultimo relative to the expenditure incurred for the
treatment in Italian hospitals of three Chinese, I have
the honour to observe that no proof is adduced in Your
Excellency's note that these persons are in fact British
subjects, born or residing in Hong Kong.
Moreover, His Majesty's Government make no
claim for the repayment of hospital expenses incurred
on behalf of foreigners in this country, and have con-
sistently declined, on this ground, to accept responsi-
bility for hospital expenses incurred on behalf of
British subjects in foreign countries.

I regret therefore that the Secretary of
State for the Colonies is unable to call upon the
Government of Hong Kong to meet the hospital expendi-
ture incurred on behalf of the three persons mentioned
in Your Excellency's note, nor would he feel justified
