With reference to the letter from this Department
of the 16th of October last regarding the meetings
which had been held at this Office to discuss the Draft
China (Companies) Order in Council, I am directed by
Secretary Sir E. Grey to transmit to you herewith copy
of draft King's Regulations to control dealing in Com-
pany shares by British subjects in China, drawn up by
Acting Judge Bourne, together with copy of correspond-
ence on the subject transmitted by him.
Mr. Bourne has repeatedly advocated the passing of
an Order in Council dealing with this subject and the
matter was discussed at the above-mentioned meetings at
this Office in September last; the view then taken was
that, if such legislation were to be enacted, it should
be by King's Regulations rather than by Order in Council,
No objection was shown to the proposal that such
regulations should be passed and Mr. Bourne was en-
