Sir:-

I have read the draft of the proposed "Companies

(Bale of Shares) Regulations", and have the honour to

state that in my opinion the principle embodied therein

would be upheld in the Mixed Court. In support of

this opinion I have the honour to refer you to the

Judgment of the Mixed Court in the case of "Wingrove

and Burrett versus Waisun Kiloh", where it was held

that gambling transactions in shares were not only

void but illegal.
