I append draft of the proposed Regulations which

I an assured would be enforced by the Mixed Court.

The object of the Regulations is to prevent

gambling in shares by persons without capital. In

order to do this the Broker must not be allowed to

sell short forward: to constitute himself a gaming

tout: to that extent British brokers may be at a

disadvantage compared with Foreign brokers, in respect

of forward contracts with persons other than British

and Chinese, but without the British und Chinese lamb

to fleece the game would not be worth the candle. In

other respects it is difficult to Bee how the British

Broker will suffer from these Regulations compared

with the Foreigner.

The possible combinations are us follows:-

Contruct between two British subjects.

I shall be very much obliged if Mr. Stephen will

indicate how in each of these possible cases the British

broker would suffer; or whether in any other respect.
