Dear Sir Walter:-
I enclose a copy of a telegram, received
from Peking, suggesting that part of the £2,000,000
Chinese Reorganisation Loan funds earmarked for the
reorganisation of the Salt Gabelle might be used, tem-
porarily, for the purpose of rehabilitating the
Canton Provincial Note issue.
I enclose also a copy of my reply sent yes-
terday, pointing out some of the difficulties in the
way of carrying out this suggestion.
