Home Office, March 4, 1914. WITH reference to your letter of the 23rd instant, I am directed by Mr. Secretary McKenna to say, for the information of Secretary Sir Edward Grey, that he has appointed Mr. Malcolm Delevingne, C.B., Assistant Under Secretary of State, to represent the Home Office on the inter-departmental committee which it is proposed to constitute to discuss the instructions to be given to the British delegates whom His Majesty's Government are sending to take part in the conference, to be held at the Hague, in May next, to consider the steps to be taken to bring into force the International Opium Convention of 1912.
