India Office, February 27, 1914. WITH reference to your letter of the 23rd February, I am directed by the Secretary of State for India in Council to state, for the information of Sir Edward Grey, that he nominates Mr. F. C. Drake as his representative on the interdepartmental committee to discuss the instructions to be given to the British delegates to the conference for considering the means to be taken to bring into force the International Opium Convention of 1912.
