Downing Street, February 26, 1914. IN reply to your letter of the 23rd February, I am directed by Mr. Secretary Harcourt to request you to inform Secretary Sir Edward Grey that Mr. R. H. Griffin of this Department will be appointed to represent the Colonial Office on the interdepart- mental committee constituted to discuss the instructions to be given to the British delegates to the forthcoming Opium Conference at The Hague,

2. I am also to acknowledge the receipt of your letter of the 24th February, and to state that Mr. Griffin will attend the first meeting on the 3rd March of the committee for considering measures to give effect to the International Opium Convention.
