I am directed by secretary wir d. Grey to transmit to
you herewith copy of a telegram from Lord kitchener reply-
ing to a request for his observations regarding the possible|
adherence of the gyptian Government to the Opium Conven-
tion.
As there is considerable probability that the legisla-
tion respecting hashish will, if introduced at all, be de-
layed for a considerable period, sir . Grey proposes, sub-
ject to any observations which the secretary of state for
India may have to offer, to request Lord kitchener to con-
sider the possibility of dealing with the two questions
separately, in the hope that the gyptian Government may
thus be enabled to adhere to the Convention at an early
Gate.
A similar letter has been addressed to the . oard of
