in good faith, and any attempt to impose it from Peking,
unless it can be shown that there is a real disposition to
accept it, would be futile and only cause irritation,
In this delicate situation, the only course open to us
seems to be to let the pressure of the financial situation
work towards the desired solution. The Central Govern-
ment are too embarrassed themselves with similar problemas
to be able to give much attention to the needs of my
sinde Provinoe.
