With referunge to my despatch No.29 of the 24th ultimo
I have the honour to transmit to you herewith copy of a
despatch from His liajesty's Consul General at Canton re-
porting upon the course of the negotiations for a loan
to the Canton Provincial Governsent. The financial
situation of Tuangtung Province has been very desperate
for some time and no securities the Government are able
to offer would prove sufficient guarantee for a large loan without effective for im control.
Since the date of my telegram lo.10 of January 31,
I have taken no further notion in the matter as any dis-
play of anxiety on our part to secure the loan would only render more difficult the imposition of satisfactory con-
ditions
