revenue provided by the traffic in opim; but so far as

traffic is morphine etc, would not seriously affset the
Turkish revame, while from the point of view of the British
Empire, more particularly of the Far Eastern possessions and
Protected states, it is of the utmost importance that every
avenue for the illicit introduction of these drugs should
be closed so far as is possible.
I have the honour to enquire whether the Netherland
Government would be willing to make further representations
to the utteman Government for the signature of the Convention
in so far as it relates to the alkaloids of opium, and to
state that, in the event of the Netherland Government agree-
ing to this course, I shall be glad to instruct His
Enjesty's Ambassador to support his Netherland colleague
in such steps as he may be instructed to take in the matter.
