serve on the committee, and he will be prepared to call the committee together as soon as a reply is received to this letter, and to arrange a convenient date for the first meeting in correspondence with the Departments concerned. It will probably be advisable that a representative of the Parliamentary Council to the Treasury should attend the proceedings of the committee at an early stage. I am to add that, in view of the delay which has already occurred in the matter, Sir E. Grey would be glad to receive the observations of the Privy Council at their earliest convenience.
