In my despatch No. 8 of the 8th instant, I had the

honour to report on a proposal made by the Hongkong and

Shanghai Bunk for relieving the Vinancial situation of the

Canton Province by an internal loan to be issued through

the quintuple Group.

The scheur drum up by lir. Hillier was subsequently

rejected by the Canton Goverment on the ground that the

conditions as to control were too rigorous, and attempta

were made to raise a loan, without safeguards, from an

independent British source. These attempts also proved

unsuccessful.

On the lộth instant His Majesty's Consul-General

at Canton, after consultation with the Governor of Hongkong,

submitted by telegraph for my consideration a proposal of a

different kind. The Chinese in the Colony of Hongkong

were able and willing, it appeared, to comm to the areistance
