I am directed by Secretary Sir E. Grey to acknowledge

the receipt of your letter 40773/13 of December 10th last
respecting the advance made to the Canton Provincial
Railway Company for the payment of interest on the Hongkong
Government Loan of 1905 to the Viceroy Chang Chih Tung.
With regard to the second paragraph of your letter
in which you state that there has been no occasion for the
Colonial Office to be referred to in connexion with the
negotiations which led to the Hukuang Railways Loan Agree –
ment, I am to draw your attention to the correspondence
which passed between the two Departments in 1906, 1907 and
1908 with reference to the Canton-Hankow Railway.
In 1906, that is, the year following the Hongkong
Government Loan,the Viceroy of the Hukuang provinces made
proposals to the British and Chinese Corporation for the
conclusion of a loan agreement which should provide for
the construction of the Canton-Hankow Railway.
