I have the honour to acknowledge the receipt of Your Ex cellency's Note of the 29th December stating that when the British Steamer "Tai On" was about to leave Kongmoon for Hongkong an unsuccessful attempt to pirate the ship was made by some robbers. A repetition of the piracies of Bri tish steamers which have occurred not infrequently in the West and Pearl Rivers was, Your Excellency declares, prevented by the fact that the officers of the Maritime Customs made a search for contraband tea. After observing that this oc- cutrence is evidence of the lawless state of affaire prevai- ling in the region in question, Your Excellency asks me to order the Canton Authorities to establish order throughout their jurisdiction.
I at once telegraphed to the Tutus of Kuangtung x and Kuangei provinces. The latter has replied telegraphic- ally that he has issued orders both to military and to po- line that they shall everywhere give oæeful attention to the protection of the trade routes. The Kuangtung Tutu has also replied by telegraph to the effect that the route from Kongmoon to Hongkong has hitherto been guarded by two torpe- do boats pabrolling it; and that strict orders have again been issued to the military and police to give careful xita attention to their patrol duties in order that the travel- ling public may be duly protected. The Tutu adds that on te the Wu chow-Hongkong route each commercial vessel is guarded by four soldiers.
