the Report was written; and he would accordingly
propose, with Mr. Harcourt's concurrence, to omit the
paragraph in question.
It likewise appears inadvisable to include the
immediately preceding paragraph, and the Secretary of
State for Home Affairs is being consulted on this
point.
A copy of the Revise has also been communicated
to the India Office and the Board of Trade.
An early answer is requested.
