With reference to your letter 2603/1914 of the
23rd ultimo respecting the proposed loan to the Canton
Government I am directed by Secretary Sir E. Grey to
state for the information of Mr. Secretary Harcourt
that ho telegraphed to His Majesty's Vinister at
Peking enquiring as to the precise nature of his
proposals and generally as to what he considered the
best means of assisting the Canton Government in their
difficulties consistently with adherence to the various
obligations and principles involved in the present
financial policy of His Majesty's Government in China.
