November 19th, I am directed by Secretary Sir E. Grey
to transmit to you herewith, for the concurrence
of the Secretary of State for the Colonies, the
draft of a despatch which he proposes to address to
His Majesty's Ambassador in Paris on the subject of
the Kwangchauwan Opium Traffic.
The draft has also been submitted to Lord
Crewe .
