14.- I have not yet received a report on the "Tai On"
piracy near Macao, but from press notices it appears to be
similar in character to all the recent cases, viz: pirates
embarking as passengers and rising when clear of the harbour.
The system of patrol now in force has prevented attacks from
outside the ship most effectually, but the only means of
stopping inside attacks appears to be to have a much more
stringent search of passengers and for each steamer to have
an efficient armed guard on board. Those supplied by the
Cantonese Government are of little use.
