With reference to your letter of the 11th instant, No. 19803, relative to the prevalence of piracy

in the vicinity of Canton, I am commanded by My Lords

Commissioners of the Admiralty to transmit herewith,

for the information of the Secretary of State for the

Colonies, copy of an extract from a recent letter of

the Commander in Chief, China, referring to the recent

"Tai-on" piracy, and of a telegram which has been addressed to him enquiring his views on the suggested

extension of the naval patrol. On receipt of his

reply a further communication will be addressed to you.

I am also to refer to the correspondence which

took place between the Commander in Chief and the Governor

of Hong Kong in April 1913, which throws light on the

actual operation of the naval patrol. This was

transmitted in Admiralty letter of the 20th May 1913,

M-13265/13.

3.- As Mr Harcourt is aware the question has

recently been discussed with the Chinese Government

at Pekin by H.M.Minister and the Commander in Chief,

and My Lords are asking the Secretary of State for

Foreign Affairs to keep them informed of any recommenda-

tions which Sir J. Jordan may make.
