In continuation of my confidential despatch of the 15th December, I have the honour to report that I have at the instance of the Military Authorities detained an Ottoman subject named J. E. Isaac who recently arrived in the Colony from Singapore and desired to proceed to Shanghai. I enclose a copy of tele- graphic correspondence with the Government of the Straits Settle- ments from which it appears that he left that Colony without a permit, though he succeeded in securing a passport to Marseilles under the name of J. Lussry, from the French Consul at Singapore. He has, therefore, been refused a permit to leave Hongkong until he succeeds in establishing his bona fides.

2.

I have also authorised the deportation of a Mahomedan of Arab race named Kahomed Sadek engaged in temporary employment in the Colony. Though he claimed Persian nationality, he displayed pro-Turkish sympathies and the General Officer Commanding considered his possible influence on the native troops

undesirable.

I have the honour to be,

Sir,

Your most obedient,

humble servant,

HE RIGHT HONOURABLE

LEWIS HARCOURT, M.P.,
