I have the honour to enclose a copy of some corres-
pondence which has passed between this Government and K.B.M's
I
Consuls at Boihow and Kiungehow with reference to the S.S.
"Phranang" and the Phranang Steamship Company Limited. also enclose a copy, received through the China Association, of what purports to be a "ruling" by the Secretary of State
for Foreign Affairs.
The S.S. "Phranang" is a British ship which is re- gistered as the property of the Phranang Steamship Company Limited, a Company incorporated under the Hongkong Companies Ordinanc08. The General Manager is a German subject named Andreas Bune, and he is also one of the three directora of Mr. Bune is now detained in the Prisoners of the company. War camp here, and Messra. V.G.Humphreys & Co., a local British firm, have been appointed liquidators of his busibesa and of his personal affairs under the Alien Enemies (Winding up) Ordinance, 1914. In the course of their temporary manage- ment of the company for the purposes of the winding up it became necessary for the liquidators to deal with the re- chartering of the 8.5. "Phranang" and they have just re-charter
-ed it for a year.
