I have the honor to report that on December 11th
I was informed by the general officer commanding British troops in South China that he had received a cablegram from the authorities in London through the oivil authorities here reporting that the German government had complained that it had received from trustworthy oivil sources infor- mation to the effect that the German prisoners of war in being Hongkong were being treated in an ungɛɛmly manner, compelled to olean etrecte and gutters and otherwise worked a cooliea. The German government threatened reprisals.
I was requested by the authorities here to inspect the prisoners camp and investigate the manner of treatment Booorded them with a view of satisfying the German govern- ment that the statemente made concerning the situation
were not founded on fact.
Since reprisale were threatened
I was asked to oable my own government the result of my observations for transmittal to the German government at once. I cabled the Department on December 14th in
